Sean Baker

Sean Baker is a design leader and operations manager with over 15 years of success in building and optimizing research, design, and operational functions for large organizations. His expertise spans design research, service design, agile methodologies, and change management. He has a proven track record modernizing organizations and their services and products in highly regulated environments and across large complex organizations.
In his most recent role as Director of Design Strategy and Operations at The Lab at OPM, Sean led a team of 30+ consultants to drive innovation and improve public services through strategic partnerships across the federal government. Under his leadership, The Lab at OPM became a pivotal force in developing government-wide design capabilities and supporting the transition of over 100 leaders into civic design, ultimately improving service experiences for millions of users of government services. Sean holds a master’s degree in Transdisciplinary Design from Parsons School of Design and a Bachelor’s degree for Hunter College.
